RFTools Power Mod 1.18.1/1.16.5/1.12.2 is an RFTools add-on that is presently a standalone edition. It will have all power storage and power generator blocks from RFTools in the future.

It will not require you to download and install RFTools. In case the RFTools pops up, the recipes will utilize RFTools components but that’s the single connection. Components are the machine base and dimensional shards.
